Tian Liang and Tian Ma fall into one and the same palace (in the same palace) and guard the Life Palace, and Tian Liang's brightness there falls in the weaker three grades, neutral, weak or fallen (a star's power runs from strong to weak as in temple, thriving, in place, favorable, neutral, weak, fallen). The two stars must genuinely be in one palace; shining in from across the trinity does not count.

What matters here is not the two stars themselves but that their natures run opposite: Tian Liang governs shelter and settlement and is at its best holding a position, while Tian Ma governs movement and travel and is happiest running. So the detector first confirms the two are genuinely packed into one palace, then measures Tian Liang's brightness on its own — only when Tian Liang is weak enough to fall below neutral, unable to hold the room, does movement turn into directionless drift. Put the other way, a Tian Liang in temple paired with Tian Ma is someone leaving on a mission, read favorably and filed elsewhere, which is exactly why this brightness check exists.
