Within the Life Palace's trinity (the palace itself + the opposite palace + the two trine palaces, four in all), all four of Tian Ji, Tai Yin, Tian Tong and Tian Liang must appear with none missing. That forms the pattern. It does not matter which of the four palaces each star falls in, and no brightness threshold applies.

Assembled, the four are exactly the loadout for making a living inside a large organization — the old line about Ji, Yue, Tong and Liang making an official is describing this.
